The Croydon Advisory Forum on Active, Sustainable and Accessible Transport was scheduled to discuss a range of transport-related issues, including bus shelter provision, speed limits, and town centre regeneration. The meeting agenda also included updates on the council's Electric Vehicle Strategy and Local Electric Vehicle Infrastructure (LEVI) procurement, as well as the LIP Implementation Plan.
Bus Shelter Provision and Accessible Bus Stops
The forum was scheduled to consider bus shelter provision and accessible bus stops. A report on bus shelter provision indicated that 28 new shelters were installed in 2024, with a further 100 new installations and 28 renewals planned for 2025. The report also detailed signage updates at West Croydon Station as part of the Overground network's line renaming programme, with further changes to be revisited during future station developments. Discussions were also anticipated regarding talking bus stops
as an aid for visually impaired service users, with a representative from Transport for London (TfL) expected to research similar initiatives in Lewisham.
Speed Limits in the Borough
The topic of speed limits in the borough was scheduled for discussion. A document outlining the Department for Transport's guidance on setting local speed limits was provided, highlighting key considerations such as collision history, road geometry, road function, user composition, existing traffic speeds, and the road environment. The report pack indicated that this item had been covered in a previous Actions from Previous Meeting
update and that officers had agreed to add it to the agenda for the Mayor's meeting with the Borough Commander.
Town Centre Regeneration
Updates were scheduled on the Town Centre Regeneration Programme. This included information on the Wellsley Road Crossing, George Street improvements, and ongoing work on Dingwall Road, College Green, and Minster Green. A project manager had been appointed for Northend, with design and works planned for the new year. Progress was also noted on designs for Surrey Street and the Wayfinding and heritage trails. Significant legal discussions were ongoing between Network Rail, Croydon Council, and a developer regarding the East Croydon link bridge.
EV Strategy and LEVI Procurement Update
The forum was set to receive an update on the Electric Vehicle (EV) Strategy, which was in draft stage and anticipated for consultation in the New Year. The LEVI procurement, a funding stream for electric vehicle charging points, was also on the agenda, with officers awaiting timeline clarification from partner boroughs.
LIP Implementation Plan Update
An update on the LIP Implementation Plan was scheduled, referencing reports presented to Cabinet in December 2025. This included details on Croydon's funding bid to Transport for London, with a focus on the Safer Corridors & Neighbourhoods category. School streets funding, aimed at improving crossings, routes to school, and cycle parking, was also to be discussed, alongside safer streets funding as a continuation of the Portland Road scheme. Cycle projects presented in September 2025 and bus priority projects, including the 166-bus route, were also on the agenda. Discussions were expected on micromobility, cycle parking, and cycle training, with ongoing conversations with TfL and Lime regarding micromobility trials. A separate report on section 106 funding, totalling over £2 million, was also to be considered, with contributions earmarked for mitigating development impacts, electric vehicle charging points, and improvements to railway stations including East Croydon, West Croydon, and Reedham. Concerns were raised by members regarding e-scooters and e-bikes, including issues of dumping, obstruction, and accessibility.
West Croydon Station Improvements
The forum was scheduled to receive an update on improvements at West Croydon Station. This included information from the 106-Funding report regarding available funds and proposals to enhance capacity at West Croydon, East Croydon, and Reedham stations. Plans for West Croydon station included lifts to the overground platforms. Members were expected to raise concerns about accessibility and the need for clear signage for step-free access.
GTR Nationalisation
A representative from Govia Thameslink Railway (GTR) was scheduled to provide an update on the nationalisation of GTR, which was announced to enter public ownership from 31 May 2026. The update was expected to cover the transfer of employees, continuity of customer service, and anticipated timetable changes in December 2025, including extra services from Norwood Junction to London Bridge. TfL's interest in taking over parts of the Great Northern Metro Service was also to be discussed.
Cross River Partnership (CRP)
The agenda indicated a discussion on the Cross River Partnership (CRP). A presentation document for this item was provided.
