The Licensing Sub-Committee of Wandsworth Council was scheduled to consider applications for special treatment licences for two establishments: Therapy Rooms Putney and The Pilates Room. The meeting agenda also included standard procedural items.
Therapy Rooms Putney, 130-132 Upper Richmond Road, London, SW15 2SP
The committee was scheduled to consider an application for a new Special Treatment Establishment Licence for Therapy Rooms Putney. The proposed licensable activities included Group 1 (Laser), Group 3 (Thai Massage), Group 4 (LED Colour Light Therapy), Group 5 (Nail Extensions), Group 6 (Manicure, Pedicure), and Group 7 (Facial Steamer). The report indicated that the Police and Fire Brigade had not made any observations on the application. However, the licensing team had raised an objection on grounds of Serious Concerns regarding Fitness and Propriety
concerning the applicant, Therapy Rooms SW15 Limited. A recommendation was made that if the sub-committee was minded to grant the licence, it should be subject to a satisfactory inspection by an Environmental Health Officer.
The report pack included a detailed application form, a letter of objection from Senior Licensing Officer John McGann, and a response from Deborah Henley, Director of Therapy Rooms SW15 Limited. Ms. Henley's response aimed to clarify the company's structure, asserting that it was a newly incorporated company with herself as the sole director and responsible person, and that any historical concerns related to previous operators and not the new company. A supplementary submission from John McGann, dated 2 March 2026, raised further objections based on an Evidential Summary Report
and a Research Summary
from 25 February 2026. These reports detailed a long-standing corporate association between Deborah Henley and Mario Perez, citing concurrent directorships in various companies, including Massages & Pilates Associates Ltd and The Pilates Room Ltd, and a recent coordinated officer transition at The Pilates Room Ltd. The supplementary objection argued that these documented interconnections raised concerns about potential shadow control
or proxy arrangements
and requested that the application be refused unless the authority was fully satisfied that no unsuitable person was materially involved.

The committee was also scheduled to consider the renewal of a Special Treatment Licence for The Pilates Room. The proposed licensable activities for renewal included Group 1 (Laser, Micro Blading, Micropigmentation), Group 3 (Body Massage), Group 4 (Infra Red, Electrolysis – hair removal, Faradism, Galvanism), Group 5 (Nail Extensions – acrylic), and Group 6 (Manicure, Pedicure). Similar to the Therapy Rooms Putney application, the Police and Fire Brigade had not made observations, but the licensing team had lodged an objection on grounds of Serious Concerns regarding Fitness and Propriety
concerning the applicant, The Pilates Room Ltd, and its licence holder, Mario Perez.
The report pack included the application form, a letter of objection from John McGann, and a formal response from Deborah Henley on behalf of The Pilates Room Ltd. Ms. Henley's response disputed the grounds of objection, stating they were irrelevant to the premises at 226 Upper Richmond Road and that the business had operated without incident. She confirmed that Deborah Henley would now act as the responsible officer for the licence, replacing Mario Perez in this role, to ensure a transparent and professional approach to compliance. A supplementary submission from John McGann, dated 2 March 2026, reiterated the objection, referencing the same Evidential Summary Report
and Research Summary
concerning the corporate association between Mario Perez and Deborah Henley. This submission argued that the documented history and recent officer changes at The Pilates Room Ltd indicated a continuing business interconnection and potential for indirect control by Mr. Perez, thus questioning the fit and proper
status of the applicant.
The standard conditions for Special Treatment Establishments, as outlined in Appendix A of the reports, were to be considered in relation to both applications. These conditions cover general requirements, practitioner competence, premises standards, waste management, equipment safety, and client record-keeping, as mandated by the London Local Authorities Act 19911.
