The Leicester City Health and Wellbeing Board was scheduled to discuss a range of public health initiatives and service updates. Key topics included a three-year action plan for children and young people's engagement, updates on adult mental health services, and the progress of the Changing Futures
programme for individuals facing multiple disadvantages. The board was also set to review the performance of the CURE smoking cessation service and receive updates on neighbourhood working and the Integrated Care Board's (ICB) reorganisation.
Update from Young Voices Consultation
A presentation was scheduled to cover a three-year action plan for children and young people (CYP), focusing on four key areas: CYP Voice, Prevention, Digital engagement, and Improving Services. This plan aims to ensure that the perspectives of children, young people, and their families shape local health and care services. The plan outlines delivery priorities for the next three years, including co-producing a CYP Engagement Policy, improving insight into the ICB's Insight and Behaviour Hub, and strengthening engagement with the voluntary, community, and social enterprise (VCSE) sector. Specific workstreams include developing digital services, understanding barriers to healthcare access, and promoting healthy lifestyles.

Changing Futures
A report was to be presented on the Changing Futures
initiative, a joint-funded programme by the Ministry for Housing, Communities and Local Government (MHCLG) and The National Lottery Community Fund. This programme supports individuals facing multiple disadvantages and aims to drive systemic change, with the involvement of people with lived experience. The report was expected to detail the programme's operational progress since September 2021 and outline plans for Phase 2, which is set to begin in April 2026 with a three-year funding commitment. The report also included a cost-benefit analysis quantifying the financial impact of individuals with multiple disadvantages on public services in Leicester, highlighting that health services bore the most significant financial impact.
Adult Mental Health Services
An update was scheduled from Leicestershire Partnership Trust (LPT) regarding changes in demand for Adult Mental Health Services and the trust's response. The report detailed increasing demand, changes in acuity and complexity, and pressures on inpatient beds, crisis pathways, and community teams. It identified drivers behind this increased demand, including rising prevalence of mental health conditions, workforce shortages, gaps in early intervention, and social determinants such as housing and deprivation. LPT's actions to address these issues were outlined, alongside areas requiring further change, such as capacity constraints, workforce shortages, and the need for more integrated support across health, social care, and the VCSE sector.
CURE Service Update
The Director of Public Health was scheduled to present a report on the CURE (Conversation, Understand, Replace, Experts) service, which provides in-hospital smoking cessation support. The report highlighted that smoking is the leading cause of preventable deaths and that in-hospital support is crucial for reaching individuals from all backgrounds. Data indicated that the CURE service in Leicester engages with a higher proportion of patients from the most deprived communities, thus helping to narrow health inequalities. The report also discussed the economic benefits of smoking cessation, citing studies showing a significant return on investment for such programmes. Current performance data showed an increase in successful quit attempts, with ongoing work to improve efficiency and effectiveness, including a new text-based support service and streamlined transfer to community cessation services.
Neighbourhood Working Update
The Integrated Care Board (ICB) was scheduled to provide an update on neighbourhood working across Leicester, Leicestershire, and Rutland. This initiative aims to bring services together for closer working, with a focus on improving population health, strengthening communities, and supporting people to stay well for longer. The update was expected to cover the alignment of neighbourhoods with geographic boundaries, the commitment of all partners to this approach, and plans for engagement activities, including workshops with communities and partner organisations.
ICB Update
This standing item was to cover the reorganisation and ongoing work of the Integrated Care Board (ICB). The update was expected to address national changes to NHS England, leading to a reduction in running costs for ICBs and a clustering of boards and leadership teams. The report noted a reduction in the number of ICBs nationally and outlined executive leadership arrangements for the local cluster. It also mentioned the production of a blueprint document to reduce duplication and support new ways of working with partner organisations.
Update from the Integrated Health and Care Group
This item was scheduled to provide an update on the activities of the Leicester Integrated Health and Care Group. The group has been focusing on developing the neighbourhood model for health and care and has been discussing changes to the health landscape, including the clustering of the ICB for Leicester, Leicestershire, and Rutland with Northampton and Northamptonshire. The group also oversees joint commissioning activity, including home care, high dependency residential services, and dementia support services, as well as individual healthcare plans and women's health programmes. Delivery plan updates, including hypertension prevention and case finding, and mental health and wellbeing related to social inclusion, were also to be reported.
