The Licensing (Hearings) Sub-Committee of Leicester Council was scheduled to consider an application to transfer an existing premises licence holder and vary the designated premises supervisor for a venue called Dog House. The meeting was scheduled to take place on Wednesday, 4 March 2026.
Application for Dog House, Braunstone Gate
The Sub-Committee was scheduled to consider an application concerning the premises licence for Dog House, located at 58-64 Braunstone Gate, Leicester. The application was for a transfer of the existing premises licence holder and a variation of the designated premises supervisor (DPS).
The Director of Neighbourhood and Environmental Services submitted a report detailing this application. The report pack provided to the committee members included extensive appendices, labelled Appendix A, which covered pages 1 to 64, presumably containing further details of the application and any relevant representations.
The procedural guide for the Licensing Sub-Committee indicates that for hearings involving applications within a Cumulative Impact Zone (CIZ), the applicant presents their case first. Following this, there would be opportunities for questions from the Sub-Committee members, officers, statutory consultees, and any persons who have made representations. The process also includes summing up by various parties before the Sub-Committee deliberates and makes a decision. It is noted that decisions are typically made in private and communicated to the applicant within five working days of the meeting.
The agenda for the meeting also indicated that certain items might be considered in private session. This is in accordance with the Local Government (Access to Information) Act 1985, where information relating to an individual, information likely to reveal an individual's identity, or information related to crime prevention, investigation, or prosecution may be discussed away from the public. The specific grounds for exclusion were detailed as Paragraphs 1, 2, and 7 of Schedule 12A of the Act.
