The Cabinet of North West Leicestershire Council met on Tuesday 28 April 2026 to discuss a range of important issues including supplementary estimates, virements, and capital approvals, as well as strategies for playing pitches, built facilities, and open spaces. Key decisions made included the approval of supplementary estimates and virements, and the adoption of strategies for playing pitches, built facilities, and open spaces.
Supplementary Estimates, Virements and Capital Approvals
The Cabinet approved the movement of capital schemes from the development pool to the active programme. This included a £20,000 budget for a Mobile Vehicle Message Sign (matrix trailer) for Castle Donington, which had been approved by the Capital Strategy Group on 1 April 2026.
Playing Pitches, Built Facilities (Sports and Community), and Open Spaces Strategies
The Cabinet considered the key points highlighted in the North West Leicestershire Playing Pitches and Outdoor Sports, Built Facilities and Open Spaces strategies. These strategies were approved to be included as an evidence base within the emerging North West Leicestershire Local Plan. The inclusion of these strategies will provide a robust evidence base that will allow the Council and parish/town councils to potentially secure Section 106 contributions from developers, as well as accessing other funding streams, to improve infrastructure around playing pitches, outdoor sports, built facilities, and open spaces.
Housing Service Policies: Reasonable Adjustments, No Access and Aids and Adaptations Policies
The Cabinet was asked to approve draft policies for stakeholder consultation regarding Reasonable Adjustments, No Access, and Aids and Adaptations. These policies are designed to ensure the Council acts in accordance with its statutory and regulatory responsibilities, particularly concerning the Equality Act 2010 and the Housing Ombudsman's Complaint Handling Code. The Cabinet noted that these policies would return for approval after the consultation period had concluded.
Permission to Consult for the Review of Housing Strategy
The Cabinet approved the approach to the consultation process for the review of the Council's Housing Strategy. This strategy is being developed to identify housing priorities for the district and will involve a broad call for evidence, stakeholder meetings, and a member workshop. The consultation activities are planned for May, June, and July 2026, with the final strategy expected to be approved in January 2027.
Coalville Old Market Hall Regeneration Project
The Cabinet received a report on the Coalville Old Market Hall Regeneration Project. This project aims to regenerate the old market hall in Coalville, which is a key part of the Council's commitment to improving the district's town centres. The report detailed the progress of the project and outlined the next steps for its delivery.
Procurement of Laundry Equipment Contractor
The Cabinet considered a report on the procurement of a contractor for laundry equipment. This procurement is essential for ensuring the continued provision of laundry services within council properties.
Award of Housing Contracts - Groundworks Five Counties
The Cabinet approved the award of housing contracts for groundworks to Five Counties. This decision is part of the Council's ongoing commitment to maintaining and improving its housing stock, ensuring properties are safe, secure, and meet the needs of residents.
The meeting also included an exclusion of the press and public for specific agenda items to allow for the consideration of exempt or confidential information.
The Cabinet of North West Leicestershire Council met on Tuesday 28 April 2026. The meeting began with the approval of the minutes from the previous meeting held on 28 April 2026.
A significant portion of the meeting was dedicated to reviewing the Council Delivery Plan, with Portfolio Holders providing positive updates on progress across their respective areas. The Cabinet noted the report and thanked members for their comments.
In the area of housing, the Cabinet approved the Reasonable Adjustments Policy, No Access Policy, and Aids and Adaptations Policy as drafts for stakeholder consultation. They also approved the recommendations in the report concerning housing action plans post-inspection and noted that a progress report on the delivery of the action plan would be provided in 12 months.
The Cabinet recommended the allocation of £2.455m to the Council's Capital Programme for the Moira Furnace Visitor Experience Improvement Programme (Phase Two). They also approved the use of an appropriate procurement framework to commission the professional design team for this project and delegated authority to the Director of Place, in consultation with the Portfolio Holder, to negotiate and agree the terms of the construction contract and complete any other necessary agreements within the approved budget.
Furthermore, the Cabinet approved recommendations related to the update on the procurement of a vehicle fleet for the recycling containers project, noting that vehicle price increases had resulted in a shortfall. They also approved recommendations concerning the award of a payment solution contract, noting that the expenditure exceeded the authority threshold in the Scheme of Delegation and was necessary to ensure the continuity of the bill payment service.
Finally, the Cabinet resolved to exclude the press and public from the remainder of the meeting to consider exempt information relating to the disposal of housing properties at Northfield Drive, Coalville, and other acquisitions and disposals.
