The Delegated Decisions by the Cabinet Member for Transport Management meeting on Thursday, 26 March 2026, was scheduled to discuss a range of transport-related matters across Oxfordshire. Local Bus Contracts August 2026
The Cabinet Member was recommended to approve the allocation of funding to support and enhance bus provision across Oxfordshire. This includes the use of held Local Authority Bus Service Operators Grant (LABSOG) for services where other funding sources are unavailable. The procurement process for new and enhanced bus services was also set to commence. The report detailed 15 specific bus routes or service areas requiring new contracts, with an estimated total cost of £8,369,476. Funding for these contracts is expected to come from Section 106 agreements, Local Authority Bus Grant (LABG), LABSOG, the rural and community transport budget, and contributions from neighbouring councils.
Witney High Street and Market Square Enhancements
The meeting was scheduled to consider proposals for public realm improvements in Witney's High Street and Market Square. The scheme, funded by the UK Government's 'Active Travel' fund and Section 106 contributions, aims to enhance public spaces, support local businesses and markets, encourage walking, wheeling, and cycling, upgrade public transport access, and improve safety. The report detailed responses from a statutory consultation, including objections and concerns from various stakeholders such as Thames Valley Police, Oxford Bus Company, West Oxfordshire District Council, and local businesses regarding loading provisions, taxi ranks, and the overall impact on traffic flow. Officer responses addressed these concerns, outlining proposed adjustments and monitoring plans.
Temple Cowley CPZ Review
Proposed amendments to the Temple Cowley Controlled Parking Zone (CPZ) were scheduled for discussion. These changes stemmed from a review aimed at addressing challenges related to safety, enforceability, and road space allocation. The report outlined proposals for new cycle parking bays in Crescent Road and Junction Road, a micromobility parking bay in Junction Road, and new cycle parking in Marsh Road. Conversely, proposals for the removal of 'no waiting at any time' restrictions and the introduction of shared-use parking areas in Marsh Road and Salegate Lane were recommended for withdrawal. The inclusion of Silkdale Close for permit eligibility was also proposed for withdrawal. The report noted that these changes are part of a wider review of CPZ policy and associated schemes.
Summertown CPZ Review
Amendments to the Summertown Controlled Parking Zone (CPZ) were also on the agenda. These proposals followed a review to address safety, enforceability, and road space allocation issues. The meeting was to consider approving changes including the amendment of existing permit holder parking bays to shared-use bays, the introduction of new cycle parking and micromobility parking bays in Capel Close, Hamilton Road, and Lonsdale Road. Additionally, proposals included amending single yellow lines to double yellow lines in Mayfield Road, introducing a shared-use parking bay and double yellow lines in Rogers Street, changing the use of a parking bay in Squitchey Lane, and altering the operational hours and maximum stay of a goods vehicle loading bay in Summerfield Road. The extension of double yellow lines and reduction of a permit holder parking bay in Thorncliffe Road was also scheduled for discussion, alongside the withdrawal of a proposed extension to a permit holder parking bay in Oakthorpe Road.
Claydon Canal Bridge - Proposed 13t Structural Weight Limit
The meeting was scheduled to consider the introduction of a 13-tonne maximum weight limit restriction on Claydon Canal Bridge. This proposal was based on a recent structural assessment that found the bridge's arch barrel to be thicker than previously assumed, allowing for a higher load-carrying capacity. An exemption for Fire Engine 'Group 1' capacity vehicles was also proposed. The report detailed objections received, including concerns from Claydon with Clattercote Parish Council and Cherwell District Council regarding the road's condition, suitability for heavier traffic, potential damage, and the impact on heritage. Concerns were also raised about the coordination with HS2 road closures and diversions.
Proposed Amendments to Exemptions Bus Gates - Didcot
An administrative amendment to clarify that Police Vehicles on Patrol
are exempt from the Bus Lane/Gate restriction at Larch Drive/Diamond Drive in Didcot was scheduled for approval. This change was requested by Thames Valley Police to ensure clarity and operational effectiveness.
Proposed Bus Stop Markings - Hobbyhorse Lane, Sutton Courtenay
The introduction of two new bus-stop clearways with 'No stopping 7am-7pm except buses' restrictions on High Street in Sutton Courtenay was to be considered. These proposals are linked to an approved residential development and include improvements such as premium standard poles, flags, timetable cases, and a new two-bay shelter.
A417 Corridor – Proposed 30, 40 and 50mph Speed Limits
The meeting was set to discuss proposed speed limit changes along the A417 corridor between Lechlade and Faringdon, and between Faringdon and Wantage, as well as in Aston Tirrold. These changes include introducing 30mph and 40mph limits in place of existing higher limits at Buscot, Challow, Blewbury Hill, Chalk Hill, and Spring Lane. The report indicated these proposals are part of the council's 'Vision Zero' strategy to reduce road collisions and injuries by implementing a safe system approach.
Benson Lane, Crowmarsh Gifford - Proposed 30mph Speed Limit
A proposal to introduce a 30mph speed limit on Benson Lane in Crowmarsh Gifford, replacing the existing 60mph National speed limit, was scheduled for discussion. This is part of the council's 20mph transformation programme and aims to improve road safety and encourage active travel.
Proposed 20mph Speed Limit - Parker Road, South Hinksey

Proposed 20mph Speed Limit - Bainton
Finally, the meeting was scheduled to consider approving the introduction of a 20mph speed limit on the unnamed road through the hamlet of Bainton, replacing the existing 30mph and National speed limits. This proposal originated from a request by Stoke Lyne Parish Council and is part of the council's 20mph transformation programme.
