The Licensing Committee of Ealing Council met on Wednesday, 15 April 2026, to discuss the renewal of the council's gambling licensing policy and to receive updates on licensing matters and enforcement activities. The meeting also included a review of the council's Statement of Licensing Policy and the proposed London Strategic Licensing Policy.
Gambling Licensing Policy Renewal
The committee was scheduled to consider the renewal of the council's Statement of Gambling Licensing Policy for 2026-2029. This policy outlines the principles the council will apply when dealing with applications for premises licences under the Gambling Act 2005. The report indicated that statutory consultation on the draft policy had concluded, and minor amendments had been made based on the feedback received. A key element of the updated policy was the development of a Local Area Profile (LAP), which aims to identify areas with increased vulnerability to gambling-related harm. The committee was recommended to approve the final draft of the policy and recommend its adoption by Full Council. Additionally, the council's resolution not to issue casino premises licences was recommended for retention and renewal.
Licensing Update
An update was provided on recent amendments to the Council's Statement of Licensing Policy, which were approved by Full Council on 3 March 2026. These amendments were made to ensure the policy reflects current statutory guidance and to provide greater legal clarity. The report also detailed proposals for a London-wide Strategic Licensing Policy, which aims to create a more consistent approach to licensing across London boroughs. This initiative, part of a pilot programme, seeks to support economic growth, improve transparency, and strengthen partnership working within the licensing framework.
Licensing Hearings and Enforcement Update
This report summarised licensing decisions made by the Licensing Sub-Committee between January and March 2026, and provided an overview of licensing and licensed premises enforcement and compliance activities. The Licensing Team had conducted late-night premises visits, identifying two premises operating without the necessary licences for late-night refreshment and two alcohol-led premises operating beyond permitted hours, leading to pending review proceedings. Test purchase operations, conducted in partnership with Trading Standards, resulted in two venues failing to prevent underage alcohol sales, also leading to review proceedings. The team also assisted Trading Standards and the police in a significant seizure of counterfeit and illicit goods, including vapes, tobacco, and toys. Several reviews of premises licences were noted, including for Sira Superstore, Lady Margaret Superstore, Kens News & Off Licence, and The Old Oak Tree. The report also highlighted the delivery of Welfare and Vulnerability Engagement (WAVE) and 'Ask for Angela' training to licensed businesses to support safeguarding and public safety.
