The Licensing Sub-Committee is scheduled to consider a review application for a premises licence. The meeting will also include a note on panel procedure guidance.
Review of Premises Licence for The Old Oak Tree
The committee is scheduled to consider a review application for the premises licence held by Mrs Gurpreet Grewal for The Old Oak Tree, located at The Common, Southall, UB2 5PJ. The application for review has been made by Ealing Council's Licensing Compliance and Enforcement Team.
The report pack indicates that the committee will consider whether to:
- Modify the conditions of the licence.
- Exclude a licensable activity from the licence.
- Suspend the licence for a period not exceeding three months.
- Revoke the licence.
- Leave the licence as it is.
The application for review is based on concerns relating to the licensing objectives of the prevention of crime and disorder, public safety, and the prevention of public nuisance.
Evidence presented in the report pack includes statements from Ealing Council's Licensing Compliance and Enforcement Officer, Robert Dear, detailing multiple visits to the premises. These visits, occurring on 27 November 2019, 17 November 2023, and 7 November 2025, reportedly uncovered issues including alleged sexual entertainment without a licence, unregistered door supervisors, and the letting of accommodation to individuals without immigration checks.
Statements from Immigration Officers, including Asad Bokhari, Amandeep Sond, Chris Latchford, Adam Goodchild, Jawad Mirza, and Vharuniya Pooranaswaminathan, detail encounters with individuals suspected of immigration offences at the premises during visits on 7 and 8 November 2025. These encounters reportedly involved individuals found to be overstayers, in breach of visa conditions, or illegal entrants.
Furthermore, a representation from Ealing Council's Environmental Health - Noise & Nuisance Team outlines a history of complaints and observations regarding loud amplified music emanating from the premises, often outside of permitted hours, and concerns about antisocial behaviour. The team's engagement with the premises operators, including Mrs Gurpreet Grewal and her husband, Mr Grewal, indicated a lack of understanding of licensing objectives and responsible management.
The report pack also includes the Premises Licence for The Old Oak Tree, detailing its authorised licensable activities and opening hours. The licence permits the retail sale of alcohol for both on and off supplies, with specific hours for Monday to Saturday and Sundays.
The committee will also consider the Council's Statement of Licensing Policy1, which sets out proposed standards of management and controls to promote the licensing objectives.
