The Cabinet of Hounslow Council is scheduled to meet on Monday 16 March 2026 to discuss a range of important issues affecting the borough. Key topics include the council's performance and delivery plan updates, strategies for sustainable drainage, and plans for extra care housing and supported living services. The meeting will also cover regeneration projects, emergency planning, and the award of contracts for temporary staff.
Quarterly Performance Reporting 2025-26 (Q3)
Councillor Shantanu Rajawat, Leader of the Council and Cabinet member for Strategy, Resources and External Affairs, will present the quarterly performance report for the third quarter of 2025-26, covering October to December 2025. This report, detailed in Appendix 1 of the public reports pack1, will outline the council's performance against key indicators tied to the Corporate Plan2 themes, including a greener, healthier, cleaner, thriving, safer, and liveable Hounslow. The report aims to provide Cabinet with an overview of progress made and identify any areas requiring attention.
Delivery Plan Monitoring 2025-26 (Q3)
Councillor Shantanu Rajawat will also present the third-quarter update on the Delivery Plan for 2025-26. This report, found in Appendix 2 of the public reports pack3, will provide an overview of progress on programmes and projects across four key portfolios: People, Place, Capital, and Digital. It will highlight overall status, achievements to date, and planned activities for the coming period, ensuring Cabinet has oversight of the council's strategic delivery.
Update on progress of SEND and AP Programme and Safety Valve
Councillor Samia Chaudhary, Cabinet member for Education, Children, Skills & Employment, will provide an update on the Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Programme, as well as the Safety Valve (SV) initiative. This report, detailed in Agenda Item 5 of the public reports pack4, follows up on the Strategic Business Case approved in December 2023. It will outline the progress made in transforming SEND services and addressing the deficit in the High Needs Block of the Dedicated Schools Grant (DSG). Cabinet will be asked to note the delivery to date, approve an extension of the programme until October 2026 to continue implementation and stabilise handover into business as usual, and agree that the programme's work will transition to business as usual from October 2026. The report also highlights financial benefits achieved and challenges ahead, particularly in light of the national Safety Valve Programme's closure and the upcoming SEND Reform Plan.
Sustainable Drainage Schemes (SuDS) for the Borough
Councillor Shantanu Rajawat, Leader of the Council and Cabinet member for Strategy, Resources and External Affairs, and Councillor Katherine Dunne, Cabinet member for Climate, Environment and Transport, will present a report on Sustainable Drainage Schemes (SuDS) for the borough. This report, detailed in Agenda Item 6 of the public reports pack5, aims to address significant surface and fluvial flood risks across Hounslow. It will outline the Hounslow Flood Alleviation Programme Strategic Business Case and the Outline Business Case for the North West Hounslow Stansfield Road SuDS scheme. Cabinet will be asked to note the progress of the Flood Alleviation Programme, agree the Strategic Business Case and the Stansfield Road Outline Business Case, and delegate authority for the implementation and procurement of schemes.
Emergency Planning/ Resilience Update
Councillor Shantanu Rajawat, Leader of the Council and Cabinet member for Strategy, Resources and External Affairs, will provide an update on Emergency Planning and Resilience for the financial year 2025-26. This report, detailed in Agenda Item 7 of the public reports pack6, will present the Hounslow Resilience Standards for London (RSL) self-assessment, outlining the council's performance against its duties under the Civil Contingencies Act 2004. Cabinet will be asked to note the update, adopt The Charter for Families Bereaved through Public Tragedy, and note the RSL self-assessment, which indicates that 10 of the 11 resilience standards are 'Established' and one is 'Developing'.
Commissioning Extra Care
Councillor Lily Bath, Cabinet member for Adult Social Care, Public Health and Health Integration, will present a report on the commissioning of Extra Care housing services. This report, detailed in Agenda Item 8 of the public reports pack7, outlines the need to recommission care and support services for four extra care housing schemes and catering services for one scheme as current contracts expire. Cabinet will be asked to authorise the commencement of procurement for these services, with a total eight-year budget of £38,520,445 for care and support and £2.4 million for catering. Authority will be delegated to the Director of ICP and Commissioning, in consultation with Councillor Bath, to agree final service configurations and award contracts.
Hounslow School Organisation Plan 2026-30
Councillor Samia Chaudhary, Cabinet member for Education, Children, Skills & Employment, will present an update on the Hounslow School Organisation Plan 2026-30. This report, detailed in Agenda Item 9 of the public reports pack8, follows engagement with residents and school stakeholders. It will outline key themes for the plan, including school choice, community expectations, and the management of surplus places. Cabinet will be asked to approve the key themes for the plan and the associated Communication Strategy, as well as note next steps for the plan's development, including projects on communication, the Schools Asset Review, and Special Educational Needs and Disabilities (SEND) provision. The report also provides an update on temporary changes to create additional SEND places at primary schools and Resource Provisions at secondary academies.
Digital Strategy and Digital Inclusion Commitment Update
Councillor Shantanu Rajawat, Leader of the Council and Cabinet member for Strategy, Resources and External Affairs, will provide an update on the Digital Strategy and Digital Inclusion Commitment. This report, detailed in Agenda Item 10 of the public reports pack9, will reflect on achievements over the past 24 months, highlighting the introduction of user-friendly digital platforms, the launch of digital skills workshops, and the expansion of fibre connectivity across the borough. The strategy aims to enhance resident access to services, promote digital inclusion, support staff transformation, and enable data-driven decision-making.
Award of Contract for Procurement of Temporary Staff
Councillor Shantanu Rajawat, Leader of the Council and Cabinet member for Strategy, Resources and External Affairs, will present a report on the award of a contract for the procurement of temporary staff. This report, detailed in Agenda Item 11 of the public reports pack10, recommends the award of a four-year contract to Adecco UK Ltd under the ESPO MSTAR 4 framework. The estimated annual spend is £10 million, with anticipated annual savings of approximately £90,000 through a rebate mechanism.
Charlton House and Albany Estate Regeneration Delivery Plan
Councillor Tom Bruce, Deputy Leader of the Council and Cabinet member for Assets, Regeneration and Development, will present the delivery plan for the Charlton House and Albany House Estate Regeneration. This report, detailed in Agenda Item 12 of the public reports pack11, outlines the preferred option for direct Council-led delivery of 182 new homes for Council rent, alongside commercial space and public realm improvements. Cabinet is asked to approve the direct delivery of the scheme, approve the total scheme budget, and delegate authority for the appointment and award of contracts.
Convent Way Delivery Strategy
Councillor Tom Bruce, Deputy Leader of the Council and Cabinet member for Assets, Regeneration and Development, will present the delivery strategy for the Convent Way Regeneration Programme. This report, detailed in Agenda Item 13 of the public reports pack12, outlines the progress and recommended approach for the regeneration of the estate, including the proposed delivery model of a contractual development partnership. Cabinet is asked to approve the project objectives, the recommended delivery option, the allocation of a budget of up to £1.68m for technical advisors, authorise the commencement of procurement for a development partner, approve the 'in principle' use of compulsory purchase powers, and approve the Convent Way Engagement Strategy.
Learning Disability Supported Living Procurement
Councillor Lily Bath, Cabinet member for Adult Social Care, Public Health and Health Integration, will present a report on the procurement of Learning Disability Supported Living services. This report, detailed in Agenda Item 14 of the public reports pack13, proposes the recommissioning of these services through a competitive procurement process for a five-year contract with an option to extend for three years, with a total contract value of £36,252,518. Authority will be delegated to the Director of Commissioning, in consultation with Councillor Bath, to agree final service configurations and award contracts.
