Summary
Open Council Network is an independent organisation. We report on Hackney and are not the council. About us
The Hackney Council Cabinet meeting scheduled for Monday 23 March 2026 was set to cover a range of financial, housing, and community-focused topics. Key discussions were anticipated regarding the council's overall financial position, the capital programme, and the allocation of funds for crisis and resilience support. Additionally, the meeting agenda included plans for new housing developments and a review of the council's people and organisational development strategy.
Financial Position and Budgets
The Cabinet was scheduled to receive an update on the 2025/26 Overall Financial Position Report for January 2026. This report, presented by Councillor Robert Chapman, Cabinet Member for Finance, Insourcing and Customer Service, was expected to detail the council's financial standing, including any overspends and the initiatives in place to mitigate them. Alongside this, the 2026/27 Budget and Council Tax Report was to be considered, outlining recommendations for the council's financial plan for the upcoming year, including proposed fees and charges, and the setting of Council Tax levels. This report included detailed calculations for the Council Tax requirement and proposed rates for different valuation bands.
Capital Programme and Property Matters
Councillor Robert Chapman was also due to present the Capital Update and Property Disposals And Acquisitions Report. This report was expected to provide an update on the council's capital programme for 2025/26, detailing expenditure and forecasts across various directorates. It was also scheduled to address proposals for the surrender of leases and the granting of new leases for property at 100-106 Leonard Street, EC2, aiming to secure income and minimise the risk of void assets.
Housing and Regeneration
A significant housing-related item on the agenda was the New Homes Programme Tranche 1 Sites - Appropriation of Land for Planning Purposes. Presented by Councillor Guy Nicholson, Deputy Mayor and Cabinet Member for Housing Management and Regeneration, this report sought approval to appropriate land at four sites – Cropley Court, Buckland Court, Fellows Court, and Weymouth Court – to facilitate development. The report detailed the number of new homes planned for each site, with a focus on social rent and shared ownership properties, and outlined the process for transferring land between the General Fund and the Housing Revenue Account (HRA).
Community and Support Services
The Use of Hackney's Crisis and Resilience Fund allocation April 2026 - March 2029 was a key item, jointly reported by Councillor Carole Williams, Cabinet Member for Employment, Human Resources and Equalities, and Councillor Robert Chapman. This report detailed plans for a new three-year fund replacing the Household Support Fund, with a focus on prevention and building financial resilience. The allocation of resources across four strands – Crisis Payment, Housing Payment, Resilience Services, and Community Coordination – was to be discussed, along with proposals for grants to voluntary and community sector organisations.
Deputations and Petitions
The meeting was scheduled to hear a deputation titled Committing to a Changing Places and Accessible Toilet Strategy at Hackney Council
, led by Gemma Peramiquel-Borjas and introduced by Councillor Zoë Garbett. The deputation aimed to request the co-production and implementation of a strategy to improve accessible toilet facilities across Hackney. Additionally, a petition titled Against the Proposed Low Traffic Neighbourhoods in Hoxton
, led by Sandra Stewart, was listed for consideration.
