The Planning Applications Committee of Lambeth Council met on Tuesday 28 April 2026 to consider several planning applications. The committee granted conditional planning permission for developments at 35-37 Leigham Court Road and land to the west and rear of 39-49 Leigham Court Road, and for Dorchester Parade, Leigham Court Road. Permission was also granted for the temporary 'Between the Bridges' event at Hungerford Coach Park, along with associated advertisement consent.

The committee granted conditional planning permission for the demolition of existing structures and the redevelopment of the site to provide three buildings with residential uses (Class C3 and C4), a standalone community and commercial use building (Class E/Class F1), and associated landscaping, cycle parking, car parking, and servicing. The proposal includes 92 residential units, with 35% affordable housing by habitable rooms, comprising 15 social rented homes and 31 discount market rent homes. The development was previously considered by the committee on 18 November 2025, with a resolution to grant permission subject to a Section 106 agreement. This meeting was reconvened to update members on consultation responses from Historic England and the Greater London Archaeological Advisory Service (GLAAS), and to consider an additional archaeological condition and an amendment to an existing condition regarding unexploded ordnance. Historic England did not wish to comment, while GLAAS advised that archaeological remains could be present and recommended a precautionary pre-commencement archaeological condition. Officers also recommended amending Condition 21 to require a separate risk management strategy for unexploded ordnance. The committee approved the officer's recommendation to grant permission, subject to the completion of the Section 106 agreement and the imposition of the additional and amended conditions.
Dorchester Parade, Leigham Court Road
Conditional planning permission was granted for the demolition of existing buildings and the erection of a part 5/part 6 storey building comprising two ground-floor commercial units (Use Class E) and 18 residential units (Use Class C3) on the upper floors, including a roof terrace, along with refuse, recycling, and cycle storage facilities. This revised scheme is similar to a previously approved seven-storey building but reduces the height by one storey while retaining the same number of residential and commercial units. The application followed the Viability Tested Route, with viability assessments indicating that the scheme cannot currently support on-site affordable housing. This will be subject to Early-Stage and Late-Stage Viability Reviews secured through a Section 106 deed. The development was found to comply with development plan policies, and the public benefits, including regeneration, housing delivery, and economic activity, were considered to outweigh any potential negative impacts.
Hungerford Coach Bank at South Bank
The committee granted conditional planning permission and advertisement consent for the 'Between the Bridges' event in 2026. This temporary event will run from 7 April 2026 to 13 January 2027, featuring bars, food concessions, performance stages, a large screen, and associated facilities. The event's capacity will be limited to 2,000 people. The proposal was considered acceptable due to its temporary nature, its contribution to the area's arts, culture, and leisure offer, and the fact that it would not cause harm to heritage assets or significantly impact the Metropolitan Open Land. Conditions were imposed to control noise, lighting, and construction activities. The applicant's assertion that 2026 would be the final year for the event was noted but carried limited weight in the decision, as the application was assessed on its own merits.
The meeting also included declarations of interest, with Councillor Paul Valentine declaring an interest in the Hungerford Coach Park application due to his employment with the Southbank Centre and therefore recused himself from that item. Councillor Malcolm Clarke declared non-pecuniary interests relating to his ward and his role on the Streatham Business Improvement District, affecting his consideration of the Leigham Court Road and Dorchester Parade applications.
