The Planning Applications Committee meeting on Tuesday 28 April 2026 considered three key planning applications. The committee granted conditional planning permission for a mixed-use development at 35-37 Leigham Court Road, a similar proposal for Dorchester Parade, and temporary permission for the 'Between the Bridges' event at Hungerford Coach Park.
35-37 Leigham Court Road and land to the west and rear of 39-49 Leigham Court Road, London (Streatham Hill East)
The committee resolved to grant conditional planning permission for the demolition of existing structures and the redevelopment of the site to provide residential (Class C3 and C4) uses, a standalone community and commercial use building (Class E/Class F1), and associated landscaping, cycle parking, car parking, and servicing. This decision followed a previous resolution to grant permission in November 2025, with the current meeting addressing updated consultation responses from Historic England and the Greater London Archaeological Advisory Service (GLAAS). GLAAS advised that archaeological remains might be present, leading to the imposition of a precautionary pre-commencement archaeological condition. An amendment to an existing condition regarding land contamination, specifically unexploded ordnance (UXO), was also recommended to require a separate risk management strategy. The description of the development, approved plans, and quantum of development remained unchanged from the previously considered scheme.
Dorchester Parade, Leigham Court Road, London (Streatham Wells)
The committee resolved to grant conditional planning permission for the demolition of existing buildings and the erection of a part 5 / part 6 storey mixed-use building. This development will comprise two ground-floor commercial units (Use Class E) and 18 residential units (Use Class C3) on the upper floors, including a roof terrace, along with refuse, recycling, and cycle storage facilities. This revised scheme is similar to a previously approved one but reduces the height by one storey while retaining the same number of residential units and commercial floorspace. The decision noted that the scheme would provide no on-site affordable housing, justified by viability assessments, but includes early and late-stage viability review mechanisms secured through a Section 106 deed. The development was found to comply with policies regarding housing, design, heritage, transport, amenity, and sustainability.
Hungerford Coach Bank at South Bank, London (Waterloo and South Bank)
The committee resolved to grant conditional planning permission and advertisement consent for the 'Between the Bridges' event in 2026. This temporary event will run from April 2026 to January 2027, featuring various leisure and cultural uses including bars, food concessions, performance stages, and a large screen. The decision acknowledged that a small part of the site is Metropolitan Open Land (MOL), but concluded that the temporary nature of the event, its limited impact on MOL's openness, and the significant social, cultural, and economic public benefits outweighed this conflict. The committee also found no harm to nearby heritage assets, including statutory listed buildings, the South Bank Conservation Area, and the Westminster World Heritage Site. Conditions were imposed to control noise, lighting, and operational hours to safeguard residential amenity. The applicant's assertion that this would be the final year for the event was noted but carried limited weight in the decision, as each application is assessed on its own merits.
