The Southern Area Planning Committee of Wiltshire Council was scheduled to consider a planning application for the renewal of permission for a mobile classroom at Greentrees Primary School. The committee was also due to receive updates on planning appeals and consider any urgent items.
Planning Application for Greentrees Primary School
The committee was scheduled to consider an application to renew planning permission for five years for an existing mobile classroom at Greentrees Primary School in Bishopdown, Salisbury. This mobile classroom is currently occupied by Bishopdown Farm Pre-school. The application was brought before the committee due to objections received from local residents concerning parking, access, and pedestrian safety issues.
The report pack indicated that the mobile classroom has been in situ for approximately 10 years, with previous temporary permissions granted. The renewal is sought to accommodate projected pupil numbers at the pre-school, which is forecast to remain full to capacity. While Wiltshire Council's Highways Officer raised no objection to the renewal, citing that enforcement of the school's Travel Plan and parking restrictions falls to the pre-school and the Council's Highways Enforcement Team, local residents have expressed significant concerns. These objections highlight issues such as cars mounting pavements, parking across gates, ignoring yellow lines, and congestion at traffic calming pinch points, which they believe are not adequately addressed and pose a risk to public safety. The report also noted that Wiltshire Council has advertised Traffic Regulation Order amendments for St. Thomas' Way, proposing a mandatory School Keep Clear Marking and extended yellow line restrictions, in response to these concerns.
Planning Appeals and Updates
The committee was scheduled to receive details of completed and pending planning appeals. This included a report outlining appeals received between 28 November 2025 and 6 March 2026, and decisions made on appeals between 28 November 2025 and 6 March 2026.
Among the appeal decisions noted were:
- Dismissal of an appeal for the division of a Grade II listed building at 3-5 New Street, Salisbury, SP1 2PH, concerning the impact on the building's significance and the Salisbury Conservation Area, as well as flood risk.
- Allowance of an appeal for the construction of a detached garage with an office above at The Coach House, Stoford, Salisbury, SP2 0PJ, finding that the proposal would not harm the setting of the curtilage listed building.
- Dismissal of an appeal for the installation of an aluminium conservatory at Church View, High Street, Hindon, SP3 6DJ, due to concerns about the unsympathetic material and its impact on the Grade II listed building.
- Allowance of an appeal to vary a condition on the construction of a free-standing log cabin at 35 Sarum Close, Salisbury, SP2 7LE, removing a restriction on subdividing the planning unit.
Urgent Items
The agenda also included a provision for any other urgent items that the Chairman deemed necessary to be taken as a matter of urgency.
