The Place and Environment Scrutiny Committee met to discuss revisions to the council's carbon neutral target, the Anti-Social Behaviour Policy, the Zero-Emission Bus Scheme, and the Keyways Housing Allocations Scheme Review. The committee approved recommendations for each of these items, including realigning carbon neutral ambitions with the UK's net zero target by 2050 and requesting additional information and data on anti-social behaviour enforcement.

The Place and Environment Scrutiny Committee met to discuss waste collection policies and a cultural masterplan for North Northamptonshire. Councillors agreed to defer approval of the minutes from the previous meeting, requested an update on waste policies in six months, and recommended further work be undertaken with Arts Council England to secure funding for a North Northamptonshire Cultural Collaboration/Partnership.

The Licensing Panel of North Northamptonshire Council met on Tuesday 1st July 2025 to consider the fitness of two individuals to continue to hold private hire licences, an appeal against penalty points, and a request for dispensation from the council's Hackney Carriage and Private Hire Licensing Policy. Due to the nature of the information to be discussed, the press and public were likely to be excluded from the meeting, in accordance with Section 100(a) of the Local Government Act 1972[^1].
