Cabinet Member for Children, Families and Lifelong Learning Decisions - Tuesday, 27 May 2025 12.00 pm
At a meeting of the Cabinet Member for Children, Families and Lifelong Learning, Surrey County Council, Councillor Clare Curran, Deputy Cabinet Member for Children, Families and Lifelong Learning, approved the proposal to begin the process of closing St Mary's Church of England (C of E) Voluntary Controlled Infant School and agreed to allocate funding from the approved Special Educational Needs and Disabilities (SEND) Capital Budget for projects at St John the Baptist School, Bramley Oak Academy and Carrington School. The meeting addressed falling pupil numbers in Surrey's primary schools and the need to ensure the council provides financially sustainable, high-quality education.

At the annual meeting of Surrey County Council, Councillor Tim Hall was elected as the new Chair, and Councillor Bernie Muir was elected as Vice-Chair. At an extraordinary meeting, Surrey County Council voted to note a report on devolution and local government reorganisation (LGR), paving the way for the cabinet to decide whether to submit a final plan to the government. The final plan recommends a two unitary council model divided into east and west geographies. This model aims to unlock further devolution, streamline operations, enhance service delivery and unlock financial efficiencies.

At a meeting of Surrey County Council's Cabinet Member for Children, Families and Lifelong Learning Decisions, Councillor Clare Curran, Cabinet Member for Children, Families and Lifelong Learning, approved the use of £29.49 million from the approved Special Educational Needs and Disabilities (SEND) capital budget for the Hopescourt School project in Walton-on-Thames. This funding will cover the final confirmed costs for the school, which is designed to cater for pupils with autism and communication needs. The additional costs will be managed through alternative solutions in other projects within the approved SEND capital programme budget.

...to comply with Department for Education regulations and meet statutory deadlines, the Cabinet approved the application to transfer 1% of schools' block funding to support high needs SEND costs, agreed to the general principles for schools funding in 2026/27 recommended by the Schools Forum, agreed to continue additional funding to primary schools with disproportionately high incidence of SEND and those with temporary falls in roll, agreed to the principles of Surrey's early years funding formula for 2026/27, and delegated authority to the Director of Education and Lifelong Learning to approve amendments to the funding rates in the schools and early years funding formulae.
