...to approve the updated Gloucestershire School Places Strategy (SPS) 2025 - 2030 and its Implementation Plan, which will inform future school capital programme priorities.

...to note the report on the Council's performance and risks during Quarter 3 of 2024/25, which included Council Strategy updates, an overview of performance, and performance and risk scorecards.

...to delegate authority to the Executive Director of Children’s Services, in consultation with the Cabinet Member for Children’s Safeguarding, to conduct a competitive procurement process for a four-year multi-supplier Framework Agreement commencing 1st April 2027 for the provision of Short Breaks Activities to disabled children and young people across Gloucestershire, award the Framework Agreement to preferred tenderers, and procure and award Call-Off Contracts under the Framework Agreement, subject to financial restrictions and a separate key decision for contracts exceeding £500,000.

...to approve changes to the Children & Families Capital Programme, specifically adding £3.0 million to the New Special School in Gloucester, funded by existing borrowing and a High Needs Provision Capital grant.

...to note the financial monitoring report for 2024/25, including a forecast underspend, the use of reserves, the creation of a new reserve, the carry-forward of contingency funds, savings delivery, capital expenditure, changes to the capital programme, and prudential indicator monitoring.
