The Policy Development Panel was scheduled to discuss a range of policy updates and reviews, including significant revisions to the Damp, Condensation and Mould Policy, the Anti-Social Behaviour and Hate Crime Policy, and the Graffiti and Street Art Management Policy. The panel was also set to review the Council's Health and Safety Policy, the Debt Write Off Policy, and the final report of the Derelict and Untidy Sites Task Group. Additionally, the panel was to receive updates on the SHDC Policy Register and the Policy Development Panel's Work Programme.
Committee of the Licensing Authority - Tuesday, 9th September, 2025 6.30 pm
The Committee of the Licensing Authority met to discuss the draft statement of licensing policy following a public consultation, and agreed to include reference to the Immigration Act 2016, publish a standalone pool model of conditions document, amend the visibility guidance to require at least 75% of windows to remain unobstructed, decline the inclusion of waterproof labelling as a policy requirement, and strengthen the policy wording around criminal activity and licence reviews. The amended Licensing Act 2003 Draft Statement of Licensing Policy would be approved for referral to Council for adoption and publication. Councillors also noted that they were required to attend annual refresher training in order to remain eligible to sit on licensing panels.

The Panel of the Committee of the Licensing Authority met to consider a premises licence application and associated appendices, and to agree on a chair for the hearing. Councillor Jan Whitbourn, Chairman of the Council, Councillor Michael David Booth BEM, and Councillor Jack Tyrrell were scheduled to be in attendance, with Councillor Anthony Casson, Portfolio Holder for Public Protection, as a substitute.
