The meeting approved the creation of a Mayor's Winter Emergency Fund to provide financial support to pensioners ineligible for the scrapped Winter Fuel Allowance payments, and approved time-banded waste collection regulations. Two motions were also debated, one from the Administration on winter fuel payments and another from the Labour group about the council's homelessness accommodation placement policy.

The committee received a presentation on the upcoming 2025 triennial actuarial valuation of the Tower Hamlets Pension Fund, noted various reports on training, employer engagement, pensions administration, risks to the pension fund, the state of the Local Government Pension Scheme, and heard a deputation from trade union representatives.

The committee discussed the high number of interim staff at the council, and the recruitment processes underway for several senior roles. A request to extend the contract of an interim member of staff was approved. Concern was expressed about delays in receiving reports for the meeting and about the level of detail contained within them.

Children and Young People’s Supported Housing Pathway

...to ensure continued and high-quality services for vulnerable children and young people, the Cabinet approved the re-procurement of the Tower Hamlets Children and Young People’s Supported Housing Pathway contract for three years, with the option for two 12-month extensions, starting June 1st, 2026, at an annual value of £1,783,325, and authorized the Corporate Director of Children's Services to award the contract to the best value bidder.
