Royal Harbour Car Park - Building Improvements

The building forming the Royal Harbour Car Park was built in the 1970’s. The original structure was refurbished in 2003. The structure has had no further refurbishment to date, therefore there is a significant maintenance backlog. The exposed location and nature of the structure together with lack of ongoing maintenance has led to the building suffering degradation. The Council is currently leasing the building on a long term lease. The lease provides, amongst other things, for the tenant to keep the property in good and substantial repair. OSP and Cabinet resolved at their meeting on 10th & 19th December 2024, to seek to exercise an option to purchase the car park which arises in 2025, which would have significant long term financial benefits for the Council. The car park forms the initial gateway to visitors to Ramsgate, as the main town centre and seafront car park. The building in its current condition does not reflect the vision for Ramsgate due to its neglected and tired visual unwelcoming appearance.

Changing the Council Tax Support Scheme for working- age customers – permission to consult

Thanet District Council has the discretion to design its own Council Tax Support (CTS) scheme for working-age customers. The scheme is agreed on an annual basis as part of the Tax Base decision-making process. The current scheme is no longer fit for purpose in light of the government’s ‘Move to Universal Credit’ programme, and therefore the current scheme needs updating and modernising. To make changes to the CTS scheme, for the coming year, it is necessary to complete meaningful consultation with the public. This report outlines the proposed changes to the scheme and recommends that permission is granted to start the necessary consultation process.

Pathfinder Programme - funding reallocations

The requirement to reallocate funding within the Simplification Pathfinder Pilot programme from the Ministry of Housing, Communities and Local Government, following the formal decision to close the Pathfinder Port Infrastructure project, within the Green Port Intervention. The funding reallocation was for the Green Campus, Clock House, Harbour Placemaking, Broad Street, Fishing Facilities and to Contingency. As the Accountable Body for the projects within the Simplification Pathfinder Pilot, the council is the ultimate decision maker.

Port of Ramsgate - Future Delivery Project

A report was presented to Cabinet to update on the Port of Ramsgate Future Delivery Project which focuses upon the long term sustainability of the Port of Ramsgate. This includes the concession operator procurement process which started in August 2024 and was formally abandoned in January 2025. The report recommended that previously approved plans to implement a concession port operator model, supported by a grant from Pathfinder funding, be formally ended. The report set out that this proposal did not change the overarching objectives for the port, which include ending the revenue deficit position and delivering a sustainable solution for the port in the long term. The report also recommended that further options be developed to deliver a sustainable long term solution for the port, with those options being brought back to Cabinet in the autumn of 2025. The report also described the rationale for reallocating £7.6m of Ramsgate Pathfinder funding away from the Port Future Delivery Project due to the deadline for spending that funding. That recommendation is the subject of a separate report to Cabinet.

Youth Service Provision Working Party Report

On 24 April 2025 Cabinet was presented with the findings of the Youth Service Provision Review Working Party which looked into youth provision in Thanet and how Thanet District Council could support such provisions in the district, taking into consideration the functions a district council could provide. This scrutiny review led to some findings and proposals being put forward for Cabinet consideration and response as well as senior management comments. Cabinet agrees with the importance of engaging and supporting young people.
