Approval and Adoption of the 2025/26 Climate Change Action Plan and Motion Update

...to approve and formally adopt the 2025/26 Climate Change Action Plan, rename the Climate Change Working Group to the Climate Emergency Working Group, refer the Working Group Terms of Reference back to the working group for reconsideration, and agree that the working group begin work on the 2026/2027 Climate Change Action Plan, considering its costing.
