JOINT MEETING WITH PEOPLE OSSC, Place Overview & Scrutiny Sub Committee - Tuesday, 21st October, 2025 7.00 pm
The Place Overview & Scrutiny Sub-Committee is scheduled to meet to discuss a report on Launders Lane (Arnold's Field). The sub-committee will scrutinise the report and agree on any recommendations for the Overview and Scrutiny Board to consider for referral to the Cabinet for response. The sub-committee has invited the public, local residents and outside agencies to contribute to the process.
Overview & Scrutiny Board - Thursday, 9th October, 2025 7.00 pm
The Havering Council's Overview and Scrutiny Board met to discuss budget savings, HR metrics, the improvement and transformation action plan, and cabinet responses to scrutiny recommendations. Councillors reviewed progress on savings targets, scrutinised workforce data, and discussed the future of the Havering Volunteer Centre. The board also considered how to improve the scrutiny process itself.
Place Overview & Scrutiny Sub Committee - Tuesday, 9th September, 2025 7.00 pm
The Place Overview & Scrutiny Sub-Committee met to discuss and note the updated Conservation Area Appraisal and Management Plans (CAAMPs) for Romford, Rainham and Gidea Park, and to receive an update on the Community Infrastructure Levy (CIL), including income, allocations, and spending. The committee was asked to provide comments on the allocations and discuss the implications of a Neighbourhood Plan on CIL.
Council - Wednesday, 3rd September, 2025 7.30 pm
The Havering Council meeting on 3 September 2025 included discussion of a motion regarding houses in multiple occupation (HMOs), a debate on Mercury Land Holdings (MLH), and member questions on topics ranging from allotment sites to school street zones. The council agreed to prepare evidence for widening Article 4 directions[^2] to include all detached homes, but rejected a motion to revise the MLH business plan to focus on social homes.
Planning Committee - Thursday, 14th August, 2025 7.00 pm
The Havering Council Planning Committee met to discuss one planning application for the retention of an existing outbuilding. Councillors voted against the officer's recommendation to approve the application, and instead voted to refuse it.
