Maidenhead Town Centre Shopfront Supplementary Planning Document (SPD)

This report recommends that the Cabinet adopts the Maidenhead Town Centre Shopfront Supplementary Planning Document (SPD). The SPD provides detailed guidance for new and replacement shopfronts within the Maidenhead Town Centre Strategic Placemaking Area, as defined in Policy QP1a of the Borough Local Plan. The document reframes and updates much of the guidance from the existing ‘Maidenhead Business & Shop Front Design Guide’, dated August 2013. This SPD is a more visual and accessible document than the existing guidance, providing quick guides and checklists for applicants, retailers, developers and planning officers. The SPD will help to advance the strategic aims and priorities of the Council Plan 2024-28. In particular, it will assist with the Strategic priority to “Develop a more coherent approach to regeneration and place-making across the borough’s key locations, and ensure economic and housing development benefits local communities.”

National and Local Validation Requirements

To provide clarity to customers on the National Validation Requirements that are currently in place, and to introduce new Local Validation Requirements permitted by current legislation. All our neighbouring local planning authorities, together with most local authorities across the country have published Local Validation Requirements. The introduction of Local Validation Requirements sets out the information and documentation required to make a planning application valid, i.e. live. This means that Officers will have all the information needed to determine an application. Currently a notable number of applications have to be refused on insufficient information and whilst we ask for the additional information where possible, this is often not possible within the statutory timescales. The introduction of the Local Validation Requirements will not only ensure RBWM is on a par with other LPAs, but also provide clarity and guidance for our applicants. This should, in turn, lead to fewer refusals, fewer appeals, more approvals and greater customer satisfaction
