The Overview & Scrutiny Committee meeting on 26 January 2026 focused on the proposed amendments to the Neighbourhood Community Infrastructure Levy (NCIL) approach, the progress of the Be Well
leisure services initiative, and the council's communication strategy. After a tied vote on the NCIL amendments, the Chair used their casting vote to uphold the original Cabinet decision, meaning the proposed changes to how NCIL funds can be spent will proceed. The committee also received updates on the Be Well
leisure service transition and the council's communication strategy, and reviewed a challenge session report on reducing road danger and deaths.
Health & Adults Scrutiny Sub-Committee - Tuesday, 8th April, 2025 6.30 p.m.
The Health & Adults Scrutiny Sub-Committee met to discuss initiatives for accessible sports and fitness for disabled residents, and a strategy for long-term condition prevention. The sub-committee reviewed an updated action plan in response to recommendations on empowering disabled residents, and also reviewed a presentation on the Tower Hamlets Strategy for Long-Term Condition Prevention: Vital 5.

The Cabinet of Tower Hamlets Council made a number of decisions at its meeting, including approving the continuation of business rates pooling arrangements with seven other London Boroughs, the adoption of a new Homelessness and Rough Sleeping Strategy, and a new Substance Misuse Strategy. The Cabinet also approved plans to create a new nursery at Stepney Greencoat CE Primary School[^2] and to make a £1.5 million investment in leisure facilities across the borough. The Cabinet agreed to defer a decision on an application from The Roman Road Neighbourhood Forum to formally designate the area as a neighbourhood planning area.
