To uphold the NoR and reverse the AO decision
and grant FPP, on the grounds that more weight should be given to
the applicant's disability (referred to in the Integrated Impact
Assessment) than the impact of the proposed development in policy
terms. On that basis, the application is supported as an acceptable
departure from policies relating to the principle of new
dwellinghouses in the countryside and, in addition, it is
considered that the proposal would comply with Policies 14, 16, and
23 of NPF4. The consent would be subject to standard planning
conditions appropriate to the development, including conditions for
roads, drainage, water supply, and the area to the west to remain
as a field and the site to be fenced off.
