M: Cllr Owen / Cllr Petrie to agree an
amendment to recommendation 1.3.7:
 
(i)            
that no change is required to the definitions of group or political
groups and leaders;
(ii)           
that where Council policies and procedures incorporate a role for
Group Leaders for consultation purposes, this only applies to a
member or members of the authority named to act as the leader of a
group or political group consisting of at least 10% of the
membership and notified to the Chief Executive ;
(iii)         
confirm that the individual requirements of groups and modern
job-share principles should be taken into account balanced against
the need for clarity and certainty for officers interacting with
numerous members in a Co-Leader role.
 
A: Cllr Findlater / Cllr Carnie to disagree
with amended recommendation 1.3.7 (ii) that the group or political
should consist of at least 10% of the membership.
