Summary
The Buchan Area Committee of Aberdeenshire Council decided to approve the Annual Scrutiny and Improvement Report 2024/2025 on 26/08/2025. The committee agreed that future reports should include councillor attendance percentages and acknowledgments of PhD projects, and that a system should be developed for councillors to assess the value of informal sessions. They also agreed to consider streamlining processes, making scrutiny more public-facing, improving communication flow to councillors, and recognizing council-wide capacity issues.

Decision
Agreed (1) that next year’s report
should include (a) Councillors attendance in terms of percentages,
and (b) acknowledgment of the Phd
Projects Update reports, (2) that a system be developed whereby
Councillors can determine the value and effectiveness of the
informal sessions delivered with a view to possibly receiving
briefings for reading from Officers in place of informal meetings,
(3) that consideration be given to streamlining some of the
processes, eg Planning presentations
and could areas receive joint online briefings, (4) in terms of
scrutiny, on occasion there is information being received in a
timely manner to allow Councillors to give due consideration and
comment and that this scrutiny, where possible, should be
undertaken in a more public facing transparent manner, (5) to
highlight that communication/flow of information to Councillors
remains a great concern in that too often Councillors are not
advised or advised too late about an area of importance within the
Council/their area or ward, and (6) to recognise that there are
capacity issues throughout the Council as a whole
