Purpose
This report responds to the Committee’s
decision to refer aspects of the Longside Traffic Speeds and Safety
Measures report (7 October 2025) for further scrutiny of the
pedestrian crossing assessment undertaken in Longside, and
specifically the formula and criteria set out in Aberdeenshire
Council’s Pedestrian Crossing Policy and Pedestrian Crossing
Manual
Content
Agreed (1) that the Stage 1 Scrutiny
Report provides assurance regarding the application of the current
pedestrian crossing assessment process, (2) that the additional
factors as detailed below, which cannot be incorporated for
consideration under the existing policy framework, be reported to
the Chair & Vice Chair of ISC and Director of IS for their
consideration with a view to being included as part of the policy
review (a) Number of Accidents – the need to include all
traffic accidents, not just police-reportable incidents, (b)
New Non-Residential Developments – the need to include
projected number of
pedestrians and vehicle flow, including haulage, and (c) Place
Based Considerations, such as Safer Routes to School Initiatives,
pedestrian facilities and 20mph speed limits already in-situ, (3)
that the review should include wide and meaningful community
engagement with Schools, Parents Councils etc, and not restricted
to CCs only, and (4) that a Stage 2 Committee Review Process
Workshop is not required
