Purpose

To seek committee's approval of the planned revenue works for 2026-27, to seek comments on the proposed capital works for 2026-27, and to update committee on 2025-26 works.

Decision

Committee agreed:

1. the recommendations as per the report; and
2. to provide the following comments to Infrastructure Services Committee:

a)    Ensure that local members are kept appropriately informed of any plans to remove or reduce street lighting columns within their wards, and that no areas are left in complete darkness as a result of such changes.

b)    Ensure that all decisions are taken using a clear place based approach, with proper consideration given to rural communities as well as urban areas.

c)    Review the logic and rationale within the decision making process to ensure that a place based focus is consistently applied.

d)    Review the prioritisation of pothole repairs. Urban streets have not always been given appropriate priority, leading to deterioration. A stronger safety based approach is required with particular consideration for cyclists and wheelchair users.

e)    Provide an update on energy saving measures, including confirmation of when projected savings from reduced lighting hours will be realised.

f)     Request that Officers provide a briefing note to update Members on the approach to street lighting.
