Councillor Johnston, seconded
by Councillor Davidson, moved that in giving cognisance to NPF4,
urban development and local place
settings, the weighting of these justified a departure from the
Local Development Plan, and therefore authority to grant Full Planning Permission should be
delegated to the Head of the Planning and Environment Service,
subject to appropriate conditions, including:
1.  That there
must be a connection to Scottish Water infrastructure,

2.  Satisfactory measures to deal with surface water,
and
3.  The
satisfactory conclusion of Developer Obligation negotiations.
 
Councillor Hassan, seconded by
Councillor Owen, moved as an amendment that the application be
refused, in line with the recommendations within the
report.
