In accordance with the Councillors’ Code
of Conduct the following declarations of interests and transparency
statements were made.
 
Item 7
Cllr Evison has taken part in two previous
quasi-judicial determinations of Asset Transfer applications from
the Mill of Benholm Trust, at each one has spoken and voted in
favour despite on those occasions a negative officer
recommendation. As a Ward Councillor has been in communication with
the Trust, she cannot therefore apply the objective test and will
leave the room for the item. 
 
Cllr Turner declared an interest, he has a
family connection to the Mill, his father was involved in the
construction and installation. Councillor has applied the objective
test and will remain for the item.
 
Cllr Dickinson made a transparency statement.
She taken part previously in consideration of an Asset Transfer for
Mill of Benholm, receives regular Newsletters from the group,
however outlined she is not a member of the group.  Councillor has applied the objective test and will
remain for the item.
 
Cllr Carr made a transparency
statement.  He has a long association
with Mill of Benholm and has sat on previous Trusts, time has moved
on since then and this is a new Asset Transfer application before
Committee.  Councillor has applied the
objective test and will remain for the item.
 
Item 5
Cllr Agnew made a transparency statement in
terms of openness. She was power of attorney for the previous
owners of the site when it was sold over 3 years ago, husband sold
the site to Aberdeenshire Council and the company was wound up at
that time.  Councillor has applied the
objective test and will remain in the meeting.
 
Item 8
Cllr Dickinson declared an intertest with
respect to the Recreation Grounds funding application. Councillor
was previously a Trustee during the Participatory Budgeting
exercise undertaken and as this application links to the Recreation
Grounds she has declared and intertest and will leave the room for
that section of the item.
