Motion – Councillor Nicol, seconded by Councillor Johnston, moved that the application be refused, on the grounds that it was contrary to NPF4 Policies 8, 13 and 19 due to road safety concerns; a lack of physical engineering to enforce a left turn from the site; visibility concerns; and that whilst development on greenbelt sites was acceptable in principle, not all should be approved as the purpose of greenbelt land was to maintain the landscape setting.
Amendment – Councillor Davidson, seconded by Councillor Forsyth, moved that the application be approved in line with the recommendations within the report, subject to a condition requesting the submission of a satisfactory Traffic Management Plan; and further discussion and satisfactory agreement with the applicant on the most appropriate tree species to be planted.
