Decision

Vote 7:2

Committee agreed to refuse full planning permission as on balance the proposed Battery Energy Storage System, by virtue of its associated bunding, fencing, infrastructure and access works would introduce an industrial form of development into an open rural landscape. When considered cumulatively with existing and consented energy infrastructure in the vicinity, including other battery storage developments and wind energy development, the proposal would result in an unacceptable adverse effect on local landscape character and visual amenity. IT is not satisfied that the proposed mitigation measures would adequately integrate the development into its surroundings. The development is therefore contrary to Policy 11 (Energy) and Policy 14 (Design, Quality and Place) of National Planning Framework 4 and Policies E2 (Landscape) and P1 (Layout, Siting and Design) of the Aberdeenshire Local Development Plan 2023.
