APP/2024/0938 - Full Planning Permission for Erection of Dwellinghouse at Land at Moorie Boarding Kennels, St Cyrus

September 3, 2024 Kincardine and Mearns Area Committee (Committee) Unknown View on council website
Full council record
Purpose

Application recommended for refusal as it
fails to meet the requirements for Policy R2 of LDP and Policy 17
of NPF4 as planning permission for an essential workers house has
already been granted under APP/2007/2555 for which construction had
already begun making this permission extant. As there is no
justification for a third dwellinghouse to support the business,
the previous consent implemented on site would require to be
revoked should the applicant wish for the current proposal to be
supported as an additional dwellinghouse for the purpose of an
essential worker on site.

Content

Committee agreed to grant as a
departure Full Planning Permission with planning conditions
delegated to Planning as on balance Members were content that the
applicant had demonstrated the immediate requirement of the
proposed dwelling house to support the efficient boarding operation
of the kennels would supersede the policy position in this instance
given the essential nature of the dwelling house required and
can’t be fulfilled by the existing extant
constraint.
