The Committee agreed to:
 
(1) 
Note the position in respect of the previous request by Formartine
Area Committee that Officers provide information on the legality of
providing a temporary speed or weight restriction on the C1c road
at Milton of Potterton as detailed in paragraph 3.5,

 
(2) 
Agreed the membership of the Investigation Group as outlined in
paragraph 3.2, noting that Ward 9, Ellon & District did not
wish to have a representative on the group,
 
(3) 
Agreed the Terms of Reference for the Investigation Group as
detailed in Appendix 1, with the addition of Transport Scotland as
a witness as detailed at paragraph 3.9, but sought to retain point
3 of the Scope of Investigation, as detailed in paragraph 3.5,
and
 
(4) 
Agreed the questions to be formally included in the evidence
gathering sessions as detailed in Appendix 1, with question 4 being
reworded to state “Does the recording of Data by Police
Scotland includes all reported accidents including damage as well
as injury, with enough detail to reflect risks accurately?”,
and with the addition of the following questions that were noted
during discussion at this meeting:
 
a.   
Have potential alternative routes for HGVS been evaluated, which
could relieve pressure on the C1C road? Could signage and preferred
route schemes be established to encourage use on main
routes? 
b.   
Are there examples from other local authorities where restrictions
have been put in place and successfully applied? Or perhaps it
isn’t another authority, but another settlement impacted by
AWPR construction.
c.    
What other measures or regulatory actions could be considered to
mitigate safety risks?
d.   
As constituents listed in the MPI are in the scope of
investigation, what specific outcomes or protections are
constituents seeking, such as speed restrictions, weight
restrictions or infrastructure for pedestrians and active
travel?
