Purpose

The Cabinet will be asked to agree proposals,
including the funding source and procurement strategy, for a major
external and internal works project for the twin blocks of flats at
Colne House and Mersea House, Harts
Lane Estate, Barking. Externally the works would
comprise of replacement of flammable cladding, replacement doors
& windows, replacement of roof coverings and all ancillary
works. Internally the works would comprise of new fire doors,
extensive compartmentation and fire-stopping works both inside
flats and in communal areas and upgrading existing lifts to assist
fire-fighters.

Cabinet resolved to:
 
(i)  Agree that community
consultation be undertaken on the future of Colne and Mersea Houses, with a preferred Council option of
demolition with a future estate regeneration;
 
(ii)  Approve the
allocation of an estimated budget allocation of £15.384m for
the demolition of Colne and Mersea
Houses, inclusive of potential leaseholder and homeloss payments, subject to the outcome of the
community consultation; and
 
(iii)  Delegate authority to the
Strategic Director, Housing, Environment and Communities, in
consultation with the Head of Legal, to enter into any contracts
and other necessary or ancillary agreements to fully implement and
effect the proposals.
