Purpose
Under the Anti-Social Behaviour, Crime and
Policing Act 2014, Public Spaces Protection Orders (PSPOs) are
orders that place restrictions on specific activities in an area
with the aim of preventing those activities having a detrimental
effect of the quality of life of those in the locality.
The Cabinet will be asked to endorse to
process for implementing PSPOs in the Borough and agree the
reintroduction of PSPOs in areas where they have expired and their
introduction in one new area.
Content
Cabinet resolved to:
(i) Note the PSPO
consultation report and evidence pack and the
Violence Against Women and Girls survey results, as set out at
Appendices 1 and 2 to the report;
(ii) Agree the four
proposed PSPO designations of Barking Town Centre, Dagenham
Heathway, Broad Street and Gale Street, as detailed in Appendix 3
to the report;
(iii) Approve the making of a
PSPO in all four proposed areas to come into force on 1 November
2024 for a period of three years, covering the activities of
alcohol-related anti-social behaviour, spitting,
urination, begging, amplified music and speech, nuisance group
behaviour and cat-calling and other street-based sexual
harassment;
(iv) Agree the consequences of
breach as being a Fixed Penalty Notice of £100 as an
alternative to prosecution which carries a maximum fine of
£1,000; and
(v) Delegate authority to the
Operational Director for Enforcement, Regulatory Services and
Community Safety, in consultation with the Head of Legal, to agree
the final wording of the PSPOs and all other arrangements to effect
implementation.
