Purpose

The Cabinet will be presented
with a report on the current status of
the Housing Revenue Account (HRA) and asked to approve proposals
relating to the use of reserves and other matters.

Content

Cabinet resolved to:
 
(i)  Note the reasons for
the Housing Revenue Account (HRA) underspend in 2024/25;
 
(ii)  Approve the
permanent revenue budget virement within the HRA, as set out in
table 2 of the report, and the increases in contributions to both
the disrepair provision and revenue contribution to capital in
2025/26; and
 
(iii)  Note the consolidation of
budget management, financial accountability and operational
oversight responsibilities within the HRA, previously distributed
across the Housing and Property & Assets services, into a
distinct service-led financial arrangement.
