Purpose

The Cabinet will be asked to
approve the procurement strategy for the delivery of a mix of
construction and professional services contracts which are designed to improve the
living standards of residents and quality of housing stock and
to fulfil the Council’s obligations as
a landlord.

Content

Cabinet resolved to:
 
(i)  Agree that the
Council proceeds with the procurement of multiple capital projects
as detailed in Appendix 1 to the report, in accordance with the
strategy set out in the report;
 
(ii)  Delegate authority
to the Strategic Director of Housing, Environment and Communities,
in consultation with the Strategic Director, Resources, to conduct
the procurements and award and enter into the contract(s) and all
other necessary or ancillary agreements with the successful
bidder(s), including authority to seek alternative contractors
where service partners were unable to meet the 2025/26 pipeline
delivery, subject to the endorsement of the Procurement Board and
formal confirmation from the Head of Legal; and
 
(iii)  Grant retrospective
consent for contracts totalling £5.69m, referred to in part
or wholly as project references HRA-011, HRA-052, HRA-021, HRA-031,
HRA-006 and HRA-012 in Appendix 1 to the report, to achieve legacy
compliance with governance requirements.
