Purpose

Vicarage Field is a key

Centre.  Previous redevelopment
proposals have not been able to be implemented due to an
unsuccessful compulsory purchase order. The Cabinet will be
presented with a report on a proposed new way forward, including
agreement to sell the Council’s freehold interest in the
site.

Content

Cabinet resolved to:
 
(i)  Approve the way
forward for Vicarage Field as set out in the report, including
entering into an agreement for the sale of the Council’s
freehold on the terms set out in Appendix 1 to the report;
 
(ii)  Delegate authority
to the Strategic Director, Resources, in consultation with the
Cabinet Member for Regeneration and Economic Development and the
Head of Legal, to agree the final terms and enter into the
agreement for sale and all other related documents; and
 
(iii)  Agree in principle the use
of the Council’s powers to address third party rights under
Section 203 of the Housing and Planning Act 2016, noting that a
further report shall be submitted to Cabinet in the event of any
new planning permission being secured.
