Purpose

The Cabinet will be presented with a report on the
development of the Borough Neighbourhood Plan, setting out how the Council and
its partners can enable improved health and
wellbeing across the wider determinants of health, including
housing and skills/employment, and will be asked to approve an
outline business case for implementing appropriate
proposals.

Content

Cabinet resolved to:
 
(i)  Agree to proceed
with the development of a Full Business Case for the Neighbourhoods
Programme;
 
(ii)  Endorse Option 3
(Statutory + Other Services, Phased or Selected) as the preferred
approach, broadening transformation beyond statutory services;
 
(iii)  Endorse the recommended
Hybrid Model for resourcing the Full Business Case, combining
internal staff with targeted external support;
 
(iv)  Approve the proposed
investment required to fund Full Business Case development, as set
out in section 5 of the report, subject to confirmation of funding
eligibility and availability, and only where qualifying spend or
savings have been identified and formally approved by the
appropriate governance board, in consultation with the Strategic
Director, Resources; and
 
(v)  Delegate authority for
day-to-day decisions on the use of funding to Director of Strategy,
advised by the Programme Governance Board and subject to
consultation with the Strategic Director, Resources, the Director
of Public Health and the Director of Housing Services, and in
accordance with agreed funding eligibility, budget availability,
and governance requirements.
