Purpose

The Council faces rising demand, increasing complexity and long?term financial pressures. To meet these challenges, and to deliver our missions, priorities and MTFS savings, the Council needs a clear, shared and disciplined approach to change. 

The Cabinet will be asked to approve the new Change Strategy and Plan, setting out out how the Council will prioritise, design and deliver change over the next three years, including the governance, principles and strategic focus areas that will guide delivery.

Decision

Cabinet resolved to:

(i)  Agree the Change Strategy and Plan “A Better B&D” as the Council’s overarching framework for transformation, as set out at Appendix 1 to the report;

(ii)  Note the evolution from the Neighbourhoods Programme Outline Business Case to a whole?Council Change Strategy and Plan;

(iii)  Support the development and delivery of the Change Portfolio in line with the Medium Term Financial Strategy, noting the progress to date and the pipeline of programmes; and

(iv)  Note the decision-making arrangements surrounding funding, delegated to the Strategic Director of Resources and supported by the Change Board.
