Decision

1. 1.     To authorise execution of the development agreement with Regal London to vary their headlease and enabling a residential led development including a replacement Finchley Leisure Centre subject to cabinet approval at Final Business Case (FBC).
2. 2.     To note the various options presented in the development agreement for leisure centre redevelopment and the associated implications of each, noting the Council, subject to a Full Business Case in the future will be required to progress an option.
3. 3.     To note the mechanisms detailed in the development agreement that enable the Council to govern construction delivery of the leisure centre, noting the Council will not directly be party to the building contract.
