Decision

1. 1.     To approve the appointment of Lovell Partnerships to provide pre-construction services for the Grahame Park North East regeneration scheme through a Pre-Construction Services Agreement (PCSA) for an estimated period of three months up to the formation of the Joint Venture (JV).
2. 2.     To note that design and professional costs incurred as part of appointments under the PCSA will be met from existing approved budgets.
3. 3.     To note that development management fees incurred during the PCSA period will be paid after the formation of the JV as part of the JV’s operating costs. In the event that the JV is not formed, development management fees as proposed in the tender will be due.
