Purpose

This
report presents the outcome of the commissioning process for
parking enforcement software and seeks
approval to award a contract for the licenses, hosting and
implementation of parking enforcement software and associated
business processing services to Chipside Limited.
The
procurement process was approved via a Delegated Powers Report
approved in October 2024 and was also included in the Annual
Procurement Forward plan approved by Cabinet on 5th
February 2025.  
The Council has assessed available
options for future software
provision and has sought a solution which meets its functional
requirements at the lowest price.

The route to market has been
assessed in conjunction with the Council’s Legal and
Procurement Teams and the recommended procurement option is to
award a contract to Chipside Limited through the (ESPO) Framework
509 (Parking Management Solutions) Lot 4 Civil Enforcement
Solutions. 

The contract will commence on 1 November 2025 and
will run for a period of five yearswith a
procurement value of £2,730,200, with an option to extend by
a further period of up to two years at the Council’s
discretion.
