Decision

To approve an award of a contract
for the licenses, hosting and implementation of parking enforcement
software and associated business processing services to
Chipside Limited under the direct award
procedure through the ESPO framework, incorporating the terms of
the ESPO Framework. The contract will run for a period of FIVE (5)
years from 1 November 2025, with an option at the Council’s
sole discretion to extend the contract for up to a further TWO (2)
years. The total procurement value is £3,802,100.

To provide authority to officers, in
line with the scheme of delegation, to implement the required ESPO
Framework contract requirements and deliver the associated
monitoring arrangements.
