Decision

This
report seeks approval to issue the Notice to Proceed to Stage Two
of the Main Works Contract for the Replacement Waste Transfer
Facility to McLaughlin & Harvey Ltd. This is in
accordance with Recommendation 2 of the Urgent Cabinet Meeting of
14th August 2025 decision:

2. 
Delegate authority to the Executive Director of
Growth, in consultation with the Leader and the Executive Director
of Resources (S151 Officer), to issue the Notice to Proceed to
Stage Two of the Replacement Waste Transfer Station Main Works
Contract to McLaughlin & Harvey Ltd, subject to satisfactory
completion of external assurance work from appointed experts Turner
& Townsend as described in section 1.10, and subject to costs
remaining containable within the allocated budget.

These works are required to be
delivered in order to support the wider development at Brent Cross
Town under Section 73 planning consent F/04687/13, dated 23 July
2014.
