Decision
1.
To note and confirm that an administrative error was made on the
Procurement Forward Plan in relation to this matter and, as a
consequence, to retrospectively authorise the procurement process
for the provision of Occupational Health (OH) and Employee
Assistance Programme (EAP) services in the sum of £440,000
which is the full budget previously authorised by way of Officer
Delegated Powers Report (of 16 May 2025).

To note that the contract award was previously approved by the
Director of Public Health via an Officer Delegated Powers Report
(dated 16 May 2025), and that this Cabinet Member report seeks to
confirm the award of contract as per the said report dated 16 May
2025 and to regularise the governance pathway in accordance with
the Council’s Constitution and financial thresholds.

To acknowledge the direct award of contract to UK Independent
Medical Services Limited (UKIM) via the ESPO Framework (Ref:
985B_23), with Spectrum providing EAP services as sub-contractor,
for a period of three years (with a retrospective commencement date
of 1 January 2025) with the option to extend for up to two years
(as previously authorised via Officer Delegated Powers Report (of
16 May 2025)).

To confirm that funding is available from within existing
directorate budgets and that no additional funding is
required.
