Purpose
This
report seeks approval to award a contract to Liberata UK Limited
(Liberata) to deliver a Payroll Managed Service for the London
Borough of Barnet (LBB) and Barnet Education and Learning Service
(BELS).
LBB (the Council) is
undertaking a significant in-sourcing of its core capabilities
provided by Capita across back-office functions and implementing
cloud solution Oracle Fusion. A managed service provider is needed
in the short-term while the Council builds its knowledge base to
bring payroll in-house.
The procurement
approach used was direct award through an online catalogue hosted
on the Contract Award Service (CAS) using the Crown Commercial
Service (CCS) G-Cloud 13 Framework.
The
first 15 months of the contract (November 2023 – March 2025)
will be for implementation and transition resource who will work
alongside the Barnet Oracle Cloud Implementation Team. This will
allow access to Oracle payroll expertise during critical stages of
design-and-build. Liberata will start managing the payroll service
on 1 April 2025 once the Oracle Payroll Cloud solution is
live.
The
award is for a single contract for 3 years from 1 November 2023 to
31 October 2026 with an option to extend for a further 1
year.
The
estimated implementation costs are £0.225m and the estimated
annual managed service costs are £0.373m. The estimated total
contract cost is £0.832m over the three-year
term.
