Purpose
Housing and Growth Committee (HAG Committee)
on 23 March 2023 delegated authority to the Deputy Chief Executive
in consultation with the Chair of the Housing and Growth (HAG)
committee/ portfolio lead to:

in consultation with the S151 Officer, approve and finalise the
terms of the proposed Investment Partnership Members’
Agreement and establish the Investment Partnership (LLP) with
Kuropatwa Group, as the approved
private sector partner.

to agree the terms of and enter into all further documents that are
required in order to give effect to the arrangements described in
the HAG Committee report.
During the period since HAG Committee in March
2023, London Borough of Barnet (LBB), its legal advisors and
representatives of Kuropatwa Group,
have now finalised the terms required to enter into the following
documents for the establishment of the LLP and to bring forward
development of the sites at
Park House, Manor Park, Avion Crescent and Mill Hill Golf
Club/Courtland School Playing Field:

The S151 Officer & members have been
consulted as to the terms of the proposed Investment Partnership
Members’ Agreement and establishment of the Investment
Partnership (LLP).
Manor Park was previously approved as a site
for development under the Small Sites Modular Programme, approved
by the Housing and Growth Committee in November 2021. This site is
more suitable for market housing, therefore strategically
didn’t align with this programme which is focused on
delivering 100% affordable housing. A programme substitution is
proposed by swapping a development pipeline site of the former East
Barnet Library with Manor Park. As
Housing and Growth Committee had previously also approved the
principle of disposal of East Barnet Library, a separate decision
will be required to deal with its addition to the Small Sies
Modular Programme as needed. It is
intended the applications for affordable housing to be linked with
sites delivered by the partnership with Kuropatwa Group for the purposes of planning.
