To update the Council’s Housing
Allocation Scheme to comply with the Allocation of Housing
(Qualification Criteria for Victims of Domestic Abuse and Care
Leavers) (England) Regulations 2025.

Reasons for the decision

To ensure compliance with statutory
requirements under the 2025 Regulations, which prohibit the use of
a local connection test for:
- Victims of domestic abuse who need to move due to abuse
- Eligible, relevant, or former relevant children (care leavers
aged 16–24)

Alternative options considered

Alternative options, such as maintaining the
current scheme without amendment, were rejected as they would be
unlawful from 10 July 2025.
