Reasons for the decision

In October 2025, Cabinet approved the Youth
Facilities Capital Investment Programme Business Case to deliver
youth facility enhancements at five youth organisations in Brent.
The Council requires consultancy services to delver these projects
to allow for an enhanced youth offer in the borough.

It has been determined that the most
appropriate means of procuring consultancy services is by way of a
mini-competition under Lot 1 of Construction Professional Services,
Crown Commercial Services Framework RM6165.

Alternative options considered

Officers considered whether the consultancy
services could be provided by the Council itself but concluded that
they are best provided by an external consultancy firm.

Officers reviewed a range of procurement
options, including conducting a quotation or tender process, but
concluded that the use of the Framework was most appropriate given
the reduction in timescales, costs and resources involved.
